Cannot send messages to a certain DM after restart.

### Steps to reproduce

1. Where are you starting? What can you see?
Started a DM with Andrew F. Needed to give Element Desktop permission to share my desktop, which required me to restart the application.

2. What do you click?
After restart, I tried to call in the room. Received the following error:
```
Call Failed
Failed to send invite: Error: Room was previously configured to use encryption, but is no longer. Perhaps the homeserver
is hiding the configuration event.
```
It also immediately fails to send any messages. Tried to restore keys from backup, did not solve the problem.

### Outcome

#### What did you expect?
To be able to message and call in the room like normal

#### What happened instead?
After restart, I tried to call in the room. Received the following error:
