Toasts are surprisingly hard to spot

### Steps to reproduce

1. Take a new user
2. Send them a file (e.g. a PDF)
3. Watch as they click the PDF to view it
4. Observe that they don't spot the toast that appears prompting them to open the download
5. Watch as they look confused and go fish it out of their Downloads folder

Toasts should not be invisible to users

#### What happened instead?

Users don't expect to see toasts in the top left; or they are desensitised to them, or otherwise they end up being missed by the user.
