Tool overlay can get stuck on for images

### Steps to reproduce

1. Click on an image to open the image viewer
2. Press Esc to exit view (note that other method of leaving the image viewer don't trigger the bug)
3. See the toolbar with message actions persist for the message with the image and you can see a second one when hovering over other messages

No persistent tool overlay for the message with the image

#### What happened instead?
I can see a persistent tool overlay on the image as well as one for the message that I'm hovering over
