Description
### Steps to reproduce
1. Open a room
2. Send a lot of messages containing URLs that can be previewed
3. Fully reload the page
### Outcome
#### What did you expect?
Client download URL previews for all links
#### What happened instead?
Only a small amount of URLs get previewed, the rest return 429 Too Many Requests
