Description

### Steps to reproduce

When others read the message I've sent them, Element does not show that they've read the message. It just shows that the message was sent.

Additionally, when these same recipients sent me a reply message, I did not receive the message at all.

I used cinny.in to to send myself a message and that seemed to work. So this issue does not happen all the time.

This happened twice between Tuesday, May 24 to Sunday, May 29. I upgraded Element on/around Thursday, May 26. I don't know the previous version.

### Outcome

What did you expect?

For the icon to show that recipients read my message.
To receive messages that were sent to me.

What happened instead?

The icon just shows that my message was sent, and not read.
I didn't receive messages.

Research direction

Start by reproducing the intermittent missing-message and read-indicator behavior in Element Web 1.10.13 on the reported Matrix homeserver, using the Linux Mint setup described. Done means sent messages show recipients' read status and replies arrive reliably; the report provides no files or tests to target and declines to provide logs.
