### Steps to reproduce
1. Have webcam unavailable (e.g. be in a Jitsi call)
2. Start call via Element
3. See message about mic being unavailable
### Outcome
#### What did you expect?
Message should say camera is not available and let me start the call anyway
#### What happened instead?
Can't start a call and message is about mic
