OpenID exchange for widgets appears broken when the widget was just added

### Steps to reproduce

1. Add a widget like https://dimension.t2bot.io/widgets/manager-test
2. Click the 'Check Connection' button on that widget
3. Accept the prompt
4. "You have blocked this widget from verifying your identity" when you haven't
5. Switch rooms and back
6. Try again
7. Works fine

It's unclear if this is a widget or client issue, however given this widget has existed for years I'm inclined to believe it's an Element issue in some variety.
