Description

### Steps to reproduce

For this you need the desktop client on two different pc's, but on the same account. If you don't have 2 pc's, you can create virtual machines to achieve the same effect. You'll also need a friend to send something to ;)

1. Send someone an image on pc 1
2. Shutdown pc 1
3. Startup pc 2
4. Navigate on pc 2 to the very same conversation

### Outcome

#### What did you expect?
An image I've sent, should not be blurry on a different client logged on to the exact same account. They are my images.

#### What happened instead?
The image sent on pc 1 are a blur on pc 2, until "some time" later. Perhaps when the person on the other side has seen them or something.

It's not like it's in progress downloading the images into the view or something. It was literally _hours_ later until they finally became un-blurred.

### Operating system

Windows 10 21H2

### Application version

Element version: 1.9.8 Olm version: 3.2.8

### How did you install the app?

From https://element.io/, and self-updates

### Homeserver

_No response_

### Will you send logs?

Yes
