Element is confused about verified sessions

### Steps to reproduce

Not sure.

I logged into my Android phone last night (yesterday's RC app), took some time to verify the session (maybe an hour or two later) against my session on develop (hit [this issue](https://github.com/vector-im/element-web/issues/20188) so used emoji). This morning, web is telling me that my Android session is not verified. I did reboot my phone and update develop in between. Android currently thinks that that session is verified.

I had another bug with the Security & Privacy settings panel this morning, will file that one as well.

All sessions are verified.

Develop thinks that my Android session is not verified.
