If you can't decrypt old messages due to not having keys, the act of loading keys from backup may not mark rooms as having unread notifications

I expected to have a red badge on a room where i'd been binged by name since I last read it, having loaded keys on a new login. But instead the room had a grey badge. Looks like we're not reevaluating push rules when restoring keys from backup somehow.
