### Steps to reproduce

Use QWERTZ keyboard with DE layout.
See Ctrl+` is listed as shortcut for "Toggle the top left menu" and try it.

### Outcome

#### What did you expect?
Toggle the top left menu

#### What happened instead?
Nothing(?), but Ctrl+Shift+´ instead increased the font size (as you would Ctrl++ to do), see below.

However I want to argue that ` is a horrible choice for a keyboard shortcut.
- it is a "dead key". might protentially lead to problems, not sure how these work outside of typing the character.
- it is on the "Shift" layer of at least my layout. shortcuts should use base layer keys or be described using them, e.g. Ctrl+` would be Ctrl+Shift+´ properly.
- who knows where (if at all?) the key is present on international layouts.
