Description
### Steps to reproduce
1. Settings -> Phone numbers -> enter invalid number -> Add
2. Realise you've made a typo or realise you've accidentally added a number which can't receive SMS
### Outcome
#### What did you expect?
Be able to cancel the process with a "Cancel" or some other give up button
#### What happened instead?
The only way to cancel is by navigating away (see #19346)
Needs design input on where a cancel button could be (if that's the right approach).
