Clearing cache broken when receiving call

### Steps to reproduce

1. Receive call
2. Open settings
3. Select "Clear cache and reload" while the call is still there
4. Notice that Element does not reload at all

Element should reload despite the call, and continue ringing after reloading

### What happened?

Element did not reload and entered a broken state where I could not exit the app or manually reload with F5 from devtools. The app had to be killed.
