"Hover area" of bubble message is erroneously extended with message action buttons

#### Description

When hovering over a message, the hover area is extended above the message by the height of the message action buttons.

Note in above video that the mouse cursor is already on top of the next message, but action buttons are still shown for the message below, until the tip of the cursor gets higher than the top of the action buttons.
