You cannot edit the text of /snowfall or /confetti messages

#### Description

It is impossible to edit the text of `/snowfall` or `/confetti` messages after sending them.

#### Steps to reproduce
- Send a `/confetti` or `/snowfall` message.
- Try to edit the message either by pressing the "up arrow" key or by editing via the context menu options.
- Using the "up arrow" key, the confetti and snowfall messages are skipped. The edit option is completely absent from the context menu for these messages.

Other types of messages that send confetti are editable. For instance, messages that just include the 🎉 emoji can be edited. In addition, other "special" command messages such as /spoiler can be edited.
