UI should give feedback on key backup restore

At login time, once we get the recovery key / passphrase or verify against another device, it would probably be useful to say that the key backup is being restored. Likewise, in the (hopefully unusual) situation where the user has those things but no key backup, we could say so and explain that they won't be able to see their history.
