[UX] Add delay with button context clues

Currently almost every button has a "context clue" that pops up right next to it, denoting its function, however, this even happens when gliding through a set of buttons, distracting and/or obscuring other buttons.

My suggestion is to add some extra delay to (plus 0.5 to 1 seconds) to these context clues.

This goes paired with #16956, to replace the context clues' functionality to alert a user that a functionality is present, with a simple highlighting of the button for the user.

Start by locating the button context-clue implementation and its existing hover or focus behavior, then read the related issue #16956 for the intended UX relationship. Verify the change by confirming that context clues appear only after an added 0.5–1 second delay without obscuring nearby buttons.
