Can't change power level of a 3rd person invited into a DM room

Start DM with someone, then invite a second person into the DM and accept the invite: there's now no way to change that newly invited person's power level in that room because Element thinks it's a DM and therefore no power levels should be exposed. It means there's no way to give the newly invited person permission to start conference calls / add widgets / change topic / moderate etc.
