### Description
There is a bell icon inconsistency of notification settings between Element Web and Element Android.
### Steps to reproduce
- Select a notification level "Use default" for a room on Element Web, on Element Android it's set to level "All messages" and vice versa
Notification levels should work in the same way on any platform.
