Easy to accidentally dismiss identity server ToS after registration

1. Receive email invite
2. Click link in email
3. Sign up for account and log in
4. See the join prompt, but also get distracted by the toasts in the top left
5. Try to click at the toasts - your timing is probably going to have a dialog flash at you a moment before you click (the ToS prompt), which dismisses it
6. Wonder what that dialog was

This is moderately fine because the 'try to join anyways' button does the right thing, and you get a secondary prompt.
