Element web breaks window navigation on Safari

### Description

Element hijacks Cmd-`, using it to open up the window displaying the user menu.

This prevents using Cmd-` to navigate between windows of the same browser, breaking a foundational navigational paradigm in macOS

### Steps to reproduce

Click on a window containing an Element chat, press Cmd-`.

I expect to navigate to the next window, instead, the user menu pops up.
