Feature Request: Specific Notifications for rooms

### Background

Sometimes, especially in large rooms, there tends to get some "chatty" instances and one must choose to mute or get over notified. Normal keywords may be inappropriate for specific rooms and you may wish to only be notified when certain people post; or just the opposite (as in ignore this person).

While a person might be ignored in room A, they shouldn't be in room B. Or keywords in room C should be notified, but wouldn't be appropriate in room D.
