### Description

Each time I reload Element Web, it randomly switches between Chinese and Japanese rendering, sometimes even as I'm just mousing over the message.

### Steps to reproduce

1. Type characters in Japanese, such as 最低
2. Rendering does not match characters in chat history (shows as Chinese)
3. Mouse over messages in chat history to see rendering change (from Japanese to Chinese)
4. Reload page or clear cache & reload to see rendering change back to Japanese

Rendering should display correctly per what is being typed.

Logs being sent: No, was unable to recreate this issue today. I will update here if I can recreate.
