Notifications only collects "noisy" notifications

### Description

The notifications 🔔 on top right of Element Web only collects notifications that have been set as noisy in notification settings.

### Steps to reproduce

- Enter notification settings
- Disable all noisy notifications
- Get something that should trigger a notification
- Check the 🔔 list of recent notifications

I expected to see mentions and keywords in the 🔔 and quickly jump to them, but the list stops updating entirely unless noisy notifications are enabled. I dislike noisy notifications a lot as they are trying to capture my attention while I am focusing on something else and if the notification was so important to warrant my attention immediately, the notifier would call me.
