### Description
Currently whenever I open / refresh Riot, I am shown this dialog:
I am not on any channels that use E2E encryption and I have no need for it. I want to dismiss the dialog permanently, but I am forced to set up encryption.
### Steps to reproduce
- Open Riot without encryption set up, I guess
