Encryption enabled tile should remain present even if event hidden by joining later

At the moment, if a room is encrypted, we show a large encryption enabled tile:

However, if you join the room later on, events can be hidden because you weren't able to decrypt them, and this can currently also hide the encryption enabled tile. It would be nice to preserve this tile despite hiding other messages.
