The fact you have to "share" a 3PID to publish it on an IS is very confusing UX.

Description
### Steps to reproduce
Try to add an email address to your account so that people can invite you to conversations using that email address. Get confused by the UX.
### What happened?
1. Someone invited me via 3PID invite as matthew at element.io. Embarassingly, I don't have a 3PID mapping published on the IS to do so.
2. I tried to add one from iOS from Settings. It claimed to work, but it didn't (presumably because the UI in question here has never been implemented since GDPR).
3. Then on Web, I saw it in the Discovery settings with a "share" button next to it.

4. This is very confusing because 'share' typically means to copy-paste something or share it on social media etc... rather than "make it visible on an identity server". On clicking 'share', things vaguely made sense, although I almost missed that I had to then also click 'complete' on the entry in order for it to then work. The verification mail for instance says nothing about having to click 'complete'.
Instead, share could be "publish" or "make discoverable" or "let people find me" or something?
