Description

**Describe the bug**
Device list showing random device names when multiple devices logged in to same account using SSO.

**To Reproduce**
login Alice to Element Web \(using SSO - SAML Azure AD\)
Login Alice to Element iOS \(using SSO - SAML Azure AD\)
Show "Where you're signed in" device list on Element Web.
Mobile device shows up with unrecognisable device name \(e.g. "FUBMQYXZSW"\) under "Devices without encryption support".

**Expected behavior**
Expected to see the mobile device listed as "iPhone" in the device list.

- Windows 10
- Chrome Version 104.0.5112.81 \(Official Build\) \(64-bit\)
- Element Web version: 1.11.2 Olm version: 3.2.12
- Element Enterprise Installer v 2022-08-02. \(on premise\)

**Smartphone \(please complete the following information\):**
- iPhone 6s

**Additional context**
Same happens when Alice logs into admin console so this appears to be a **general SSO issue handling `initial_device_display_name`**
iOS has a bug that it doesn't upload the device name when a password isn't involved.
