Description

### Your use case

#### What would you like to do?

Create an encrypted room in my space where only space members can join, and allow them to see history.

#### Why would you like to do it?

Make this the default:

This will automatically enable sharing history for new members when they are invited (or join, hopefully).

#### How would you like to achieve it?

For `restricted` rooms specifically, and not any others, change the history visibility to the default above.

### Have you considered any alternatives?

Sending flyers to everyone's mailboxes to remind them that encrypted history requires proactive changes to settings.

Research direction

No files, tests, or client entry points are identified. Start by locating the handling of history visibility defaults for restricted encrypted rooms in the relevant Element client, then confirm the desired setting against the issue image and verify that new members receive shared history by default.
