Description
### Steps to reproduce
1. Where are you starting? What can you see?
I have a space in which i have a polls room, that only i can send a Poll/Messages in (as an admin). Upon making a poll, The poll shows up fine, but takes in no input from the members, even if they do vote in. It takes only takes my vote (must be because of the restrictions i put on sending messages in the room? I doubt it since there is no option to let or not let members vote), and no one else's.
Even if element does seem to take the votes in, it shows no data for me as an admin for the result of the vote or the number of vote interactions on a poll.
Steps to reproduce:
1) Make a room restricted to only the admin being able to send messages but the content being available to access for every member.
2) Make a poll
3) Make members vote using their android/iOS/Desktop element app.
### Outcome
#### What did you expect?
When a member votes in, even in a restricted room, i as an admin should be able to see the number of total votes on the poll, and then the result of the poll should i choose to close it.
#### What happened instead?
Nothing, no inputs registered other than my own, and no data on the number of interacted votes or the final conclusion of the poll.

Research direction
Start by reproducing the poll in a room where only an admin can send messages, using the Android, iOS, or Linux desktop app as described. Trace why member votes are not counted and verify that the admin can see the total votes and final poll result after the fix.
