Description

If a user has no active sessions (i.e. signed out of all devices) there are no devices to encrypt messages for. Should Riot either warn or flat out refuse to send out messages in these instances? We should track whatever solution we arrive at in riot-meta to ensure it's reflected consistently in all platforms.
