Description
If a user has no active sessions (i.e. signed out of all devices) there are no devices to encrypt messages for. Should Riot either warn or flat out refuse to send out messages in these instances? We should track whatever solution we arrive at in riot-meta to ensure it's reflected consistently in all platforms.

Research direction
Start by reviewing issue #304 and the riot-meta artefacts it references; no implementation files or tests are named. Establish the agreed behavior for encrypted messages when a user has no active sessions, document that decision in riot-meta, and identify how it should be tracked consistently across platforms.
