Description

### Description

The "Learn more" link on the "Confirm your identity" currently opens https://element.io/help#encryption. This is not very helpful as the E2EE paragraph has now quite a few different questions in it, so the user does not get any specific advice.

Instead, it would be much better to open https://element.io/help#encryption-device-verification which has been added meanwhle, and talks specifically about verifying the device.
