Establish a reliable and fast communication channel with users

We could benefit from letting users provide a quick response to some of changes we introduce. One way to do that could be to add some verified "service account" which will post messages to users, acting more as a person, rather than in change notes style. Users could react to this messages to share their thoughts about changes (e.g. thumb up or thumb down). This take less effort from users, so we could get more feedback and also it doesn't force user to interact, as popup dialogs do. User can go back to this message in any time to read or provide feedback. We could also use such account for FTUE, to explain something to user or provide some tips.
