Group Identity Server Settings together under General

Some customers have complained about the email and phone number settings not doing anything when not tied to an identity server.

**Describe the solution you'd like**
I'd like to see the email address and phone number settings not highlighted so prominently under General. I think that they should be grouped together with where you set the identity server since without a working identity server, they aren't usable fields. In fact, perhaps the fields could be hidden or greyed out until a working identity server has been configured.

**Describe alternatives you've considered**
At the moment, I don't believe there are alternatives.

**Additional context**

As you can see -- without an identity server correctly set up, you get these types of errors when adding an email address or phone number.
