Can send knocks to spaces, but cannot accept or deny them

### Steps to reproduce

it's currently possible with knocking in labs (https://github.com/vector-im/element-web/issues/18655) enabled:
- to set an already existing space's join rule to knocking
- to send the space's room ID or alias to a user
- for the user to knock on the space

### Outcome

#### What did you expect?
i can accept/reject the knock
OR
i can not set spaces to knocking
#### What happened instead?
there is neither the bar nor the room settings section to manage knocks
