Description
Right now, if you verify a device, you automatically honour its keyshare requests. Just because you've verified it doesn't mean you necessarily want to do keysharing though.

Before coding, clarify the intended opt-out semantics and affected clients; done should allow a verified device to decline keysharing without changing verification itself, with behavior covered by the relevant existing tests.
