When notifications are turned off, yellow higlights are no longer applied to messages that mention you.

### Steps to reproduce

1. Turn off notifications `User icon>Settings>Notifications>Off`
2. have the other user give you an `@` mention, or reply to your messages
3. Observe that the yellow "mention" highlight is no longer applied.
