Description

To get coloured text in Riot currently requires the use of /devtools or a bot made specifically for the purpose. What would be more effective for users would be a colour picker with preset colour slots in addition to the option for multiple colours per message. Of course, this would ideally build off of vector-im/element-web#5424 to ensure that colours can be turned off in text, with a policy option to have one colour per message in a given room for a more moderate policy.

Research direction

Start by reviewing the referenced vector-im/element-web#5424 issue and how Riot currently handles coloured text through /devtools or bots. The work is done when users have preset colour slots, can use multiple colours in a message, can disable colours, and rooms can enforce one colour per message. No files or tests are named, so the relevant client entry points must first be located.
