Description

### Description

Scenario: Somone says

> Maybe we should create `#foo:example.org` to discuss it further?

Riot linkifies `#foo:example.org` but if you click on it, you are merely told that the room does not exist. It would be nice it the page offered to create a new room, with that alias.

Research direction

The issue concerns the web client's handling of links to non-existing room aliases, but it names no files, tests, or entry points. Start by tracing the room-link navigation and missing-room view in the Riot web client; done means a missing room offers creation using the linked alias, with appropriate coverage for that flow.
