### Steps to reproduce

As far as I understand the current limit of 2 minutes for voice messages will not be solved until the release of Elelemt-X (which still seems to be months away). So users need to deal with the limit for now by splitting their messages into 2-minute-chunks.

Unfortunately hitting the limit happens fully silent. The recording simply stops. When you're not watching the screen while talking you'll easily miss it (and loose parts of your already spoken message).

i.e. while driving a car, voice messages are the only really safe way of sending chat messages. But you should not stare on your display to recognize that the recording suddenly has stopped.

So, as a workaround until the root issue (limited length) is solved, an acoustic signal should clearly indicate that the recording did stop due to hitting the limit.

#### What did you expect?

Have a clear audio notification when the message recording stops without user interaction.

#### What happened instead?

The recording silently just stops and the user might miss this event.
