Description

### Steps to reproduce

Hello,

I have a fact-client configured correctly to secure backup and has all the keys and messages.

I added IOS device and i verified it with the fat-client. The IOS could not decrypt all the messages. When i select (settings --> restore from backup) it asks me to enter the security password!!!

Regards,

### Outcome

The IOS should decrypt all messages and should restore keys from the server without asking for the securirty password.

Research direction

The report identifies Element iOS 1.9.7 and the Settings → Restore from backup flow, but no files or tests. Start by reproducing verification with a fact-client backup and an iOS device, then trace why keys are not restored without the security password; done means all messages decrypt and restore completes without that prompt.
