Invite notifications sometimes didn't appear

### Steps to reproduce

Someone invited me to join a room (sent me an initial message) but I didn't get a notification on my iPhone's home screen and didn't notice a sound. My other devices were off. I later saw the invite when I opened the Element app, but my settings were such that I believe I should have gotten a notification at the time of the invitation ("Notifications on the device" turned on, "Enable in-app notifications" was checked, and all notifications permissions in the IPhone settings turned on). I do receive notifications for messages after having accepted the invitation.

Note: on the desktop app I have "When I'm invited to a room" set to "Noisy". I didn't see a similar option on iOS for notifications when invited.

I'm not sure if I'll be able to reproduce since it was something that happened only once. I also noticed that for another person who I was helping get set up with Element on an iPad, notifications of messages and calls weren't happening until the app was opened, but then when I tried again later they were working. I again couldn't find anything in the settings that seemed like it should have disabled notifications.

#### What did you expect?

To get a notification on the iPhone home screen, like I receive for messages.

#### What happened instead?

Nothing. When I later opened the Element app, the notification of the invite was there.
