Description
### Steps to reproduce
1. Open Element with VoiceOver enabled
2. Activate "User menu" at the top of the screen
3. Open "User settings"
4. Navigate to the "Notifications" heading
5. Activate either "Default Notifications", "Mentions and Keywords", or Other
6. Navigate to and activate the toggle buttons that control different types of notifications
### Outcome
VoiceOver just describes these as buttons, and toggling them changes nothing about how VoiceOver describes them, so there is no way to tell whether they are on or off. They should either be checkboxes or another type of toggle control, or if they are kept as buttons, be reported as being selected when they are enabled.
