Threads Tablet view (iOS)

### Your use case

When a user is viewing Element on a Tablet screen, the Threads view opens a panel (similar to web) so that the timeline and thread panel can be viewed at the same time.

Order of work:
- [ ] Design to confirm if we officially support tablet, what our standards are at Element and where/if there are components
- [ ] Design will need to define the break points and minimum screen size
- [ ] Then, product will run an analysis of how many users this would apply to
- [ ] Engineering will provide an estimate of effort
