bging a 1:1 video call stops video sending

in the past, i think we used to keep sending video (which is what the user would expect, i think). failing that, we should send video mute state so that the other person doesn't just see a frozen video image while they're backgrounded. also, currently, when the fg again the rate control takes ages to catch up as we're not explicitly pausing the video encoder.
