In a v12 room, owner is told they do not have permission to add widgets

### Steps to reproduce

1. In a v12 room that I created
2. Choose Room Info -> Extensions -> Add extensions

### Outcome

#### What did you expect?

To be able to add extensions

#### What happened instead?

I see:

> You don’t have permission to add some extensions to the room
> Ask a room admin to update your permissions or install an extension on your behalf.

and when I click "Feeds" the "Add" button is disabled.
