[Jitsi] Persistent framerate settings

#### What would you like to do?
I, and many others in a reasonably-sized server, would like to request either a way to set the default screen-share framerate per group Jitsi call or per user.

#### Why would you like to do it?
The default framerate for Jitsi's screen sharing is 5FPS, which is enough for a business presentation or such, but not enough for other applications, such as gaming or video sharing.

#### How would you like to achieve it?
I would assume the path of least resistance for implementation would be to have the setting persist between calls per user.

It may help ease the issue in the short term if the framerate option was unburied from its current position.
