Description
**Describe the bug**
`scalar.vector.im` doesn't support IPv6. It has no AAAA records and also doesn't seem to be able to contact my HS (which has dual-stack egress, but only IPv6 ingress).
**To Reproduce**
1. Try to do anything that requires the integration manager on a homeserver only reachable via IPv6.
2. Be presented with the error: `The integration manager is offline or it cannot reach your homeserver.`
**Expected behavior**
The integration manager should support IPv6. It's 2024, IPv6 is over 2 decades old by now.
