### Steps to reproduce
This situation requires at least 2 users.
user A is microphone muted.
user B is deafen(completely muted, microphone + audio).
if user A then unmutes while user B is still deafen, user B is able to hear user A.
if on a call with more than 2 users, the other users continue to be muted for deafened user B.

User A continues to not be heard
