Create service interruptions component

Implement the [service interruptions component](https://www.figma.com/design/aOEkaJtaBmPy058V7uoqVr/Element-Call-Updates---2026?node-id=971-2) in Storybook using the popover from https://github.com/element-hq/element-call/issues/4089, the toasts from https://github.com/element-hq/compound/issues/403, and the view model from https://github.com/element-hq/element-call/issues/4098.

For this task it is **not** necessary to hook it up to the CallViewModel and InCallView just yet. Adding it to Storybook is enough.

Start with the linked Figma design and inspect the popover from issue 4089, the toasts from compound issue 403, and the view model from issue 4098. Implement the service interruptions component in Storybook and verify its states against the design. Done means the component is available in Storybook; wiring it to CallViewModel and InCallView is explicitly out of scope.
