Description

Implement the [service interruptions component](https://www.figma.com/design/aOEkaJtaBmPy058V7uoqVr/Element-Call-Updates---2026?node-id=971-2) in Storybook using the popover from https://github.com/element-hq/element-call/issues/4089, the toasts from https://github.com/element-hq/compound/issues/403, and the view model from https://github.com/element-hq/element-call/issues/4098.

For this task it is **not** necessary to hook it up to the CallViewModel and InCallView just yet. Adding it to Storybook is enough.
